- Resource Measure Manager / Conservation Policy Analyst

Seattle City Light's Customer Energy Services (CES) Division is seeking an inspired and ambitious individual to join our team as a Policy Analyst. You will lead, develop, and deliver analyses to determine whether and how much to invest in energy technologies and programs. These analyses can include potential assessments, resource planning, incentive setting, forecasts, and cost-effectiveness.
In this position, you will drive technical models and studies for the Division's demand response, renewable energy, and energy efficiency programs, products, and services. This position requires a passion for teamwork and collaboration and an aptitude to transform new technologies and customer insights into utility services. This position reports to the Strategy, Planning & Evaluation Manager.

Job Responsibilities - Here is more about what you’ll be doing:
- Complete potential studies that identify the amount, timing, and cost of demand side resources (like energy efficiency, demand response, and customer renewables) to meet state regulatory requirements, inform program design, and support other utility planning efforts
- Work in and lead cross-functional teams that address technical models and studies
- Develop, manage, and maintain tools, resources, and decision systems related to energy measures, cost effectiveness, and incentive setting
- Provide technical guidance to City and departmental officials regarding energy laws, regulations, policies, and programs
- Represent City Light as a thought leader in both internal and external settings
- Build coalitions and coordinate policy development with other utilities, Federal and State agencies, regional organizations, and advisory councils
- Provide oversight of consultant/vendor research, analysis, planning, and regulatory support
- Provide contract and budget management support
- Supervise interns
Requirements
Qualifications
In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:
Three years' experience in public policy, planning, or evaluation and a Bachelor's Degree in Business Administration, Environmental Science, Public Policy, Engineering, or other relevant discipline (other combinations of education, training and experience will be evaluated on an individual basis for comparability).
Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:
- Progressively responsible experience in complex multi-disciplined market analysis, research, evaluation, or product development
- Knowledge of flexible load, renewable energy, and/or energy efficiency technologies and markets
- Proven project or program management experience
- Ability to manage and analyze complex datasets and technical issues and succinctly convey conclusions, inferences, and intended applications in terms understandable to senior level executives, government leaders, and other teams
- Ability to work in and manage ambiguity; capable of dealing with issues that do not always have a process or a system in place
- Ability to effectively build relationships with diverse internal partners and other stakeholders through positive interaction, problem identification, and resolution
- Excellent written and verbal skills, ideally with publicly available examples
- Demonstrated ability to create and deliver compelling presentations that effectively communicate information and ideas to a variety of internal and external audiences
- Demonstrated commitment to equity, professional development, and continuous learning
