Attorney General Andrea Joy Campbell seeks an experienced leader to join her management team as Chief of the Energy & Ratepayer Advocacy Division (ERA). Pursuant to G.L. c. 12, § 11E, ERA advocates on behalf of the customers of Massachusetts’ electric, gas, and water companies. ERA’s mission includes holding utilities accountable for providing just and reasonable rates; advocating for a smart, cost-effective and equitable clean energy transition; and protecting consumers from predatory energy companies.
Primary Duties: The Division Chief, along with a Deputy Chief, is responsible for supervising and directing the activities of a division of approximately 23 employees, including Managing Attorneys, Assistant Attorneys General, Analysts, Paralegals, a Senior Policy Advisor, an Energy Consumer Liaison and an Administrative Assistant.
The primary responsibilities of the Division Chief include day-to-day supervision of all aspects of ERA’s ratepayer advocacy at the Massachusetts Department of Public Utilities (DPU), ISO New England and New England Power Pool (NEPOOL), and the Federal Energy Regulatory Commission (FERC), as well as ERA’s consumer protection enforcement practice related to retail electric suppliers and solar companies. This includes providing regular guidance regarding legal strategy and the review and approval of all regulatory filings, public comment letters, civil investigative demands, civil complaints, and settlement agreements. The Division Chief is responsible for the development and implementation of ERA’s strategic policies, including its policy with respect to the Commonwealth’s statutorily mandated clean energy goals, and regularly engages with the Legislature regarding Massachusetts energy policy and proposed legislation.
The Chief also is responsible for maintaining relationships and lines of communication with key external stakeholders, and regularly attends and presents at conferences, convenings, and other events to ensure ERA’s representation of ratepayers in every venue in which the Commonwealth’s energy policy is discussed and considered. The Division Chief also is responsible for the overall administration of the Division, including hiring and all other personnel matters, drafting periodic reports of the Division’s work, attending regular meetings with the Attorney General and other senior staff, and organizing Division outings as well as occasional gatherings to celebrate milestones in the Division. As time permits, the Division Chief personally handles significant or sensitive matters.
Position Requirements:
- Must be a member of the Massachusetts Bar.
- At least seven (7) years of legal experience, with at least five years of regulatory or administrative law experience relevant to ERA’s work.
- Ability to litigate on both policy and technical issues, with emphasis on those involving economic, financial, and accounting issues.
- Demonstrated management skills and the ability to demonstrate effective communication, writing, legal-analytical, negotiation, oral advocacy skills, and sound judgment.
- Ability to collaborate and represent the Office with internal and external stakeholders, including constituents, press, and other state, federal, and municipal officials.
- Demonstrated ability to understand diverse perspectives and interact with constituents and community members with empathy and sensitivity.
- Ability to work in a fast-paced, team-oriented environment.
Applicants must be active members in good standing of the Massachusetts Bar at the time of application.

Position Type: Full-time/Exempt.
Our current hybrid model includes some remote workdays for most positions. On in-office days, employees are required to report to one of our designated office locations, either in Boston or at a regional office.
Salary: $144,750
